The textile industry, for example, still required a great deal of hand labour for many processes, and in the garment and other industries, hand workers remained essential.

The demand for labour was increasing, and wages in the cities were rising, which led merchants to move to the countryside in search of cheaper labour. In the countryside, the artisans worked at lower costs, and their production was preferred by merchants who wanted to sell at lower prices. In the colonies, the process of industrialisation was limited and distorted, because the colonial powers wanted the colonies to supply raw materials and to buy the manufactured goods of the mother country. In India, the British colonial policy of free trade and the import of cheap machine-made goods from Britain destroyed the local handicraft and handloom industries, in a process known as deindustrialisation.

Indian weavers, who had supplied a large part of the world with textiles for centuries, suffered greatly as British machine-made cloth flooded the Indian market. Indian cloth exports declined sharply in the nineteenth century, and Indian weavers were reduced to poverty. The British also restricted the development of Indian industry by imposing high duties on Indian goods and by refusing to allow the Indian government to protect Indian industries. However, from the 1850s onwards, new industries did begin to develop in India. The cotton mills in Bombay (now Mumbai), and later in Ahmedabad, were set up by Indian merchants and entrepreneurs. The jute industry developed in Bengal. The steel industry was established by Jamsetji Tata in Jamshedpur. Indian entrepreneurs like Dinshaw Petit, Jamsetji Tata, Birla and others created a modern industrial base in India, despite the constraints of colonial rule. Indian industrialists also demanded protection and the right to develop their industries, and this demand was an important part of the national movement.

6. The Workers and the Life of the Industrial Workers

The industrial workers in the new factories faced difficult conditions. The workers in the factories worked for long hours, for low wages, and under strict supervision. There were no regulations to protect them, and women and children were employed in large numbers because they were paid even lower wages. The workers lived in crowded and unhygienic conditions in the industrial cities, and diseases were common. The work was monotonous and the discipline was harsh.

In India, the workers in the mills were mostly migrants from the countryside. They came to the cities in search of work, but they maintained their ties with their villages. They often returned to their villages during festivals and harvests, and they were employed through jobbers, who acted as intermediaries between the workers and the mill owners. The jobbers would give advances to workers, and they controlled the supply of labour. Over time, the workers developed their own organisations, and the trade union movement grew in India.

The life of the industrial worker, both in Britain and in India, was one of hardship and struggle. The workers protested against the harsh conditions through strikes, demonstrations and sometimes by destroying machines. In Britain, the Luddites, who attacked machines, were a reaction to the fear that machines would take away their work. The workers gradually organised themselves into trade unions and political movements, which demanded better wages, shorter hours and safer working conditions. These struggles led to the eventual improvement in the conditions of industrial labour.
