1. Introduction

For decades, the pursuit of economic growth proceeded as if nature had no limits. Factories emitted smoke, cities dumped waste into rivers, and forests were cleared for fields and towns, all in the name of development. By the late twentieth century it became clear that this path is unsustainable: the environment that supports all life and all production is being degraded, and development that destroys its own foundation cannot last. This realisation gave rise to the concept of sustainable development.

The environment performs two vital functions: it supplies resources - minerals, water, air, soil, timber and energy - which are the raw materials of production, and it assimilates the wastes generated by production and consumption. When the use of resources exceeds their rate of regeneration, and when waste exceeds the environment's capacity to absorb it, the environment is degraded and problems like pollution, climate change, deforestation and soil erosion appear.

This chapter studies the meaning of environment and its functions, the causes and effects of environmental degradation, the concepts of the market failure and the absence of property rights that cause environmental problems, and the concept of sustainable development with its strategies.

2. Functions of the Environment and the Concept of Sustainable Development

The environment performs two essential functions:

  1. Supply of resources: It provides natural resources - land, water, air, minerals, forests and energy - which are inputs in production. Some resources are renewable (forests, water, solar energy) and others non-renewable (coal, petroleum, minerals).
  2. Absorption of waste: It absorbs and assimilates the wastes and emissions generated by production and consumption.

The environment is a public good - it is non-excludable and non-rivalrous, meaning no one can be excluded from using it and one person's use does not reduce another's. Because of this, the market fails to price environmental services, and individuals and firms tend to overuse and pollute the environment, imposing costs on others that they do not bear themselves. These costs imposed on society are called externalities, and the absence of well-defined property rights over the environment causes its degradation.

Sustainable development is development that meets the needs of the present generation without compromising the ability of future generations to meet their own needs. It balances economic growth with environmental protection and social equity.

3. State of India's Environment: Causes of Degradation

India faces serious environmental problems. The major causes and forms of environmental degradation are:

  1. Air pollution: The burning of fossil fuels in vehicles, industries and thermal power plants, and the burning of crop residues and biomass, release harmful gases and particulates. Air quality in many Indian cities is among the worst in the world, and the country is vulnerable to climate change.
  2. Water pollution: Industrial effluents, sewage and agricultural run-off (fertilisers and pesticides) pollute rivers, lakes and groundwater. Many rivers, including stretches of the Ganga and Yamuna, are severely polluted.
  3. Deforestation: Forests are cleared for agriculture, industry, urbanisation and infrastructure. The loss of forests destroys biodiversity, reduces the absorption of carbon dioxide and causes soil erosion and floods.
  4. Land degradation and soil erosion: Overuse of land, overgrazing, deforestation and inappropriate farming practices degrade soil quality.
  5. Solid waste: The growing volume of municipal and industrial solid waste, including non-biodegradable plastic, pollutes land and water.
  6. Loss of biodiversity: The destruction of habitats threatens plant and animal species.
  7. Climate change and greenhouse gas emissions: The burning of fossil fuels emits carbon dioxide and other greenhouse gases, causing global warming, with serious consequences for agriculture, water and the lives of people.

4. Reasons for Environmental Degradation: Market Failure

Environmental problems arise largely because of market failure. The important reasons are:

  1. Absence of property rights: The environment - air, water, oceans - belongs to nobody in particular. Without property rights, no one has an incentive to conserve it; everyone treats it as a free dumping ground.
  2. Externalities: The environmental costs of production and consumption are not borne by those who create them. A factory that pollutes a river does not pay for the damage it causes to downstream users. These costs, called externalities, are not included in market prices, so production that is privately profitable is socially harmful.
  3. Public good nature of the environment: Being non-excludable and non-rivalrous, environmental services have no market price, so they are overused.
  4. Short-run profit motive: Firms and individuals focus on immediate gains and discount the future, degrading the environment for short-term profit.

5. Sustainable Development: Concept and Strategies

Sustainable development seeks to reconcile economic growth with the preservation of the environment. Its key elements are:

  1. Intergenerational equity: Development should not compromise the ability of future generations to meet their needs.
  2. Intragenerational equity: The benefits of development should be shared fairly among all people of the present generation.
  3. Carrying capacity: Resource use and waste generation should not exceed the environment's carrying capacity.
  4. Conservation of resources: Renewable resources should be used sustainably and non-renewable resources should be used carefully and recycled.

The strategies of sustainable development in India are:

  1. Use of non-conventional energy sources: Promoting solar, wind, tidal and biomass energy reduces the burning of fossil fuels and greenhouse gas emissions.
  2. Efficient use of energy: Using energy-efficient appliances, LED bulbs and efficient industrial processes reduces energy consumption and pollution.
  3. Reduction of waste and recycling: Reducing, reusing and recycling materials (3Rs) reduces the burden on the environment.
  4. Sustainable agriculture: Organic farming, rainwater harvesting, drip irrigation and the use of bio-fertilisers conserve soil and water.
  5. Forest conservation: Afforestation and the joint management of forests protect biodiversity and carbon sinks.
  6. Pollution control: Stricter emission norms, treatment of effluents and the use of cleaner fuels improve air and water quality.
  7. Green GDP and environmental accounting: Measuring national income after accounting for the depletion of natural resources and environmental damage.

6. India's Initiatives for Sustainable Development

India has taken several initiatives for environmental protection:

  1. The Environment Protection Act 1986 and other environmental laws.
  2. National Forest Policy and the Green India Mission.
  3. National Action Plan on Climate Change (NAPCC) with its eight missions, including solar energy, water and sustainable agriculture.
  4. International Solar Alliance - an India-led initiative to promote solar energy globally.
  5. International commitments: India ratified the Paris Agreement on climate change and set targets for reducing the emission intensity of GDP and increasing the share of non-fossil fuel capacity.
  6. Swachh Bharat Mission for sanitation and waste management.

The appraisal of these efforts shows growing awareness and commitment, but the challenges of balancing rapid growth with environmental protection, financing the transition to clean energy, and enforcing environmental laws remain.
